Members are advised that the Tokyo and Paris Memoranda of Understanding (MoU) have issued a joint press release confirming that they will be launching a Concentrated Inspection Campaign (CIC) on the Emergency Systems and Procedures.
The CIC will run from 1st September to 30th November 2019 with a purpose of verifying compliance with the requirements for the operation of emergency equipment and ensuring crew’s ability to respond to emergency situations. Port State Control officer shall be using a standard questionnaire which lists areas to be covered during CIC. If a deficiency is found, actions by the PSC may vary from recording a deficiency and instructing the master to rectify it within a certain period to detention of the ship until the deficiency has been rectified. Members are recommended to refer to the attached press release and questionnaire to assist their shipboard team in preparing for the PSC inspection.
