The CIC focussed on compliance with the requirement to put effective procedures and measures in place to safeguard the seafarers on inspected ships

Enclosed space entry is one of the most hazardous activities that seafarers can engage in, with numerous deaths resulting from poor enclosed space entry procedures. Between 1 September and 30 November 2015 the Paris and Tokyo MoUs carried out a joint inspection campaign (CIC) which was focussed on compliance with the requirement to put effective procedures and measures in place to safeguard the seafarers on inspected ships. Recently, the Paris MoU released the results of this campaign (attached).

During the CIC, 3776 vessels were inspected resulting in 53 detentions which related to CIC topics. It was found that 7.9% of the drills performed were not considered to be satisfactory. The report concludes that both industry and port state control officers should continue to pay attention to enclosed space entry procedures.
