US Coast Guard COFR limit changes
The United States Coast Guard and Maritime Transportation Act of 2006 increased the limits of liability under the Oil Pollution Act 1990 (OPA 90) for clean-up costs and damages resulting from the discharge, or threat of discharge, of oil from ships.

Bunkers Convention update - Singapore and Norway
The Maritime and Port Authority of Singapore has issued a circular dated 7th October 2008 regarding the Bunkers Convention 2008 and the procedures for non-Singapore flagged ships entering or leaving the port of Singapore which are required to have a Bunkers Convention Certificate on board.
The Norwegian Maritime Directorate has now issued guidance on the issue of certificates.

New US regulations in respect of operational discharges from ships
On June 17, 2008, the U.S. Environmental Protection Agency (EPA) published a draft notice of their intent to regulate incidental discharges from ships (discharges which are part of normal operations) under their authority in the Clean Water Act. From 19th December 2008 shipowners will be expected to comply with new regulations governing operational discharges from ships within US waters.
